CM celebrates advance Christmas with orphan children

ITANAGAR, Dec 18: Chief Minister Nabam Tuki has celebrated the advance Christmas with the children of Gyan Mission Orphanage at Chimpu on December 15 last. He was accompanied by Parliamentary Secretary for Land Management and Urban Development Padi Richo, Parliamentary Secretary for Science and Technology Purpha Tsering, APBOCWWB Chairman Jalley Sonam and Capital Complex DC Sanjay Goel.       

Speaking on the occasion, Tuki stressed on health and hygiene of the  children besides their safety. He urged the DC Capital to provide ration card for rice and other essential commodities to the orphan kids.

Further, he also assured to provide stipend for every orphan student besides releasing of 10 lakhs annually for their welfare. Chairperson and chief adviser of Gyan Mission also spoke on the occasion.

The hour-long programme marked with various cultural presentations by the children.

 

Jan Suvidha’ centre inaugurated

CHANGLANG, Dec 18: The Additional Deputy Commissioner Changlang, MC Roy formally inaugurated the electronic delivery system for all public services ‘Jan Suvidha’ at DC’s Office Complex today. The Computerized facilitation is being launched to meet objective like speed, efficiency and reliability also to substantially improve the citizen interface.

In his inaugural speech, informed that, the “Jan- Suvidha” is to serve the purpose of the common people by giving services such as permanent resident certificate (PRC), Schedule Tribe certificate (STC), Temporary Residence Certificate (TRC), Inner Line Pass, Identity Card and many other within one or two days, where all certificate are computerized and issued through a single window, with a minimum fee for all the services.

The Inaugural function was attended by GC Deori SDO (HQ), H Basar PD (DRDA), S S Choudhury EAC, Michi Kani DIPRO, Radhe Hinda DIO (NIC) Binti Mibang CO and Office staffs.

DIO, Changlang informed that Jan-Suvidha project could not be implemented earlier due to non availability of location. But this time, this could be launched successfully under the initiative of new Deputy Commissioner, Chanchal Yadav. DIPRO

 

Taloh exhorts NE youth to follow the ideals of Dr  Bhupen Hazarika

GUWAHATI, Dec 18: The prestigious  ‘Sangeetsurya Dr Bhupen Hazarika Lokasilpi Sanman ‘ was presented  to noted Dhol player Tulsi Neog Oja  at Maniram Dewan Trade Centre, Guwahati on Saturday night. The award instituted by North East Trade Promotion and Development Council (NETPDC) carries a cash prize of Rs 50,000 and a citation.

Attending the function, Arunachal Pradesh Industry and Textile Minister Tapang Taloh said that Dr Hazarika was instrumental in bringing all the tribes of the region under one umbrella. “We should keep alive his legacy in the days to come,” he said.

Bhupen Da was a symbol of unity, he ( Bhupen Da) had united the people of the North-east through his melodious songs, Taloh said adding  “Arunachal was very close to his heart  due to which Bhupen Da  had composed several immortal songs on Arunachal.” He appealed to youth of the North-east to follow his ideals.

Samar Hazarika, younger brother of Dr Bhupen Hazarika, retd officials of Assam Government Paramesh Dutta and Dhirendra Nath  Saikia were also present in the function.

NEPTDC has instituted the annual award in memory of Dr Hazarika for his untiring contribution in spreading of famous North-east folk culture at the international level.

 

ACS to hold protest rally

ITANAGAR,  Dec 18: Arunachal Civil Society (ACS) has decided to organize its 2nd phase of protest rally against deteriorating law and order scenario of state from Akashdeep complex to Raj Bhawan on December 20.  The  ACS will also submit a memorandum to the Governor regarding law and order situation.

 

AASSATA suspends pen down strike

ITANAGAR, Dec 18: All Arunachal SSA Teachers Association (AASSATA) has decided to temporarily suspend its on-going indefinite pen down agitation. The decision was taken by ATA in its federal body meeting held at Naharlagun on December 17 following the resolutions adopted by Arunachal Teachers Association (ATA).

The AASSATA CEC, however, said that  the teaching community will resume the state wide indefinite pen down strike from January 8 in  case the state Govt fails to address the AASSATA/ATA grievances within given period of three week times.

 

ATA serves ultimatum

ITANAGAR, Dec 18: Arunachal Teachers Association (ATA) has urged the state Govt to rectify the pay anomalies of assistant teachers and other categories of teachers immediately.  

In an ultimatum submitted to the Chief Minister, ATA said that employees are being deprived of basic pay structure in the present drawal after implementation of 6th Pay Commission recommendation.

Further ATA also demanded for the immediate regularization of remaining SSA teachers of 2003 batch. AASSATA’s state-wide pen down strike has hampered the academic atmosphere,  ATA said adding the genuine demand of the AASSATA needs to be fulfilled at the earliest. The ATA further said that it would resume its state-wide indefinite pen down strike from January 8, 2013 in case the state Govt fails to fulfill its demand on or before January 7.

 

 

DNGCSU appeals for peaceful election

ITANAGAR, Dec 18: Students’ Union of Dera Natung Govt College, Itanagar has called for smooth conduct of 24th AAPSU general conference cum election at DNGC. “We want a peaceful and harmonious Arunachal and for that we need united AAPSU,” said DNGCSU in a release today.

Pointing out the election notifications issued recently, the DNGCSU  also called for  ‘decisive solution’ regarding election of the AAPSU immediately.  The union threatened to oppose the conduct of election in case the parties fail to find out a solution within Dec 20, in order to preserve the sanctity of premier college of the state.

 

State farmers take part in NE Organic Festival

ITANAGAR, Dec 18: Two farmer groups - Kamyir Farmer Club of Action Aid Society Arunachal (AASA) and Lo-Li Nursery of Lekhi village took part in the  four days North East Organic Festivals held  at Pitam Pura and Dilli haat from December 15. The objective of the festival was to provide the organic farmers of the region a platform to learn about recent development in organic farming and to interact with each others and discuss the issues and challenges. Other objectives of the festival was to exhibit the agricultural, horticultural products  & medicinal plant produced originally in the eight north east states of the  country.

Mide Riba, Programme Coordinator of AASA, who led the team at Delhi while briefing the agricultural produces in the state stressed on needs of proper marketing policy. S.Teetu Yoka, President of AASA appealed state government to look for innovative idea for ensue food security.

ITANAGAR, Dec 18:  A new United Pentecostal Church (North-East India-Itanagar) was inaugurated by Rev. V.L Dika Sailo, Director, General mission department of North East at A- Sector Raj Bhawan road in a small but glittering function held on 16th December last.

ITANAGAR, Dec 18: The Banderdewa Tarajuli Development Association and Forest Right Committee (BTDAFRC) has conducted a social service by cleaning roadside drainage and bushes at Tarajuli village on 17 Dec last. During the social service many potholes were filed up and minor damaged roads were restored, said a release.

 

Chemistry teacher sought

ITANAGAR, Dec 18: The students welfare committee of government higher secondary school Itanagar today sought for the posting of chemistry teacher in the school, saying that the school has been running without chemistry subject teacher since last four months. In its letter to director of secondary school education the committee said syllabus of chemistry subject remains incomplete due to lack of teacher.

Governor, CM calls for effective enforcement of  rule of law

ITANAGAR, Dec 18: Arunachal Pradesh Governor General (Retd) J.J. Singh and Chief Minister Nabam Tuki addressed the Conference of Heads of Department (HoDs), Deputy Commissioners (DCs) and Superintendents of Police (SPs) at Banquet Hall here today.

State Finance, Planning and PWD Minister Chowna Mein, Education Minister Bosiram Siram, Transport and Cooperation Minister Jarkar Gamlin, Chief Secretary Tabom Bam, Principal Secretary (Coordination) Dr. H.K. Paliwal, Parliamentary Secretaries, commissioners, secretaries and senior officers of Police Department also attended inaugural function of the two-day conference along with Heads of Department, Deputy Commissioners and Superintendent of Police.

In his address, the Governor called upon the senior bureaucrats to provide an environment of good governance with transparency, effective enforcement of the rule of law and sound financial system to the people. He exhorted them to play their role in developing the infrastructure needed in both rural and urban areas to support broad and inclusive growth.

Addressing them as people responsible for growth, progress, development and prosperity of the State, the Governor asked the officials to formulate special programmes for livelihood support for the poor and vulnerable, aimed at directly increasing their income earning capabilities and involve them in the overall growth process. Ensure that every citizen have access to essential public services of acceptable quality in health, education, provision of safe drinking water and sanitation. Development of a State largely depends on the commitment of the people who are in the top administrative echelons of the State, he stressed.

Calling the Deputy Commissioners as ‘Agent of Change’, who can ensure economic and financial empowerment of the people, the Governor advised them to be pro-active, innovative and results oriented in their approach.

Underscoring the vital role of the Superintendents of Police in maintaining of law and order, the Governor pointed that Law and order is a pre-condition of sustained development. Where there is peace, development processes will be so much smoother, so much quicker. He asked the Police officers to instill sense of security amongst the mass.

Emphasize on the importance of work culture, the Governor stated that work culture plays an important role in extracting the best out of employees. A healthy work culture leads to satisfied employees and an increased productivity. Most vital change that is required is a change of mind set, he stressed.

The Governor, who has been closely monitoring the development projects in the State, especially those under Prime Minister’s special economic package to Arunachal Pradesh said that in the past four year 10 months, he has seen tremendous changes for the good although there are some areas, where it needs improvement. He pointed that the period since the year 2008 will be known as ‘Historical Development Era.’ He appealed to all to move ahead and reach the goal of one of the best managed and administrated State with the per capita income amongst the highest in the country.

The Governor called upon the officials to maintain the ‘Team Arunachal’ spirit, which he felt has positive impact in the people of the State.

The Governor also complimented the Political leaders for maintaining political stability in the State.

In his address, Chief Minister Nabam Tuki urged upon the officers to perform their duties with utmost sincerity, honesty and confidence. He asked them to take care of the people, especially rural populace. Tuki said that HoDs, DCs and SPs should shoulder full responsibility of the welfare and progress of the people.

Citing achievement in policy decision of the State Government, the Chief Minister said that his government has taken major policy decisions on administrative reforms, sports policy, Public Private Partnership Policy, Agriculture, Horticulture, tourism, education, health and hydropower.

The Chief Minister who extensively tour the State in the passed one year said that the faith of the people on administration and governance slowly going down. There is lack of leadership, communication gap and Aam aadmi is not getting the service they expect, want and desire. The attention has been diverted from the main goal of providing pro-people governance, he cautioned.

Reposing faith in the professionalism of the officials, the Chief Minister said that they have the onus of re-strengthening the administration and bring back the glory of governance that used to be during the NEFA days.

While calling for active participation of the officials, the Chief Minister expressed his hope that the two-day conference will strengthen administration for over-all welfare of the people and for inclusive growth and good governance.

Addressing the conference, State Finance and Planning Minister Chowna Mein highlighted on the importance of the meeting. He said that the conference is being conducted in the transiting period from eleventh to twelve five year plan. The recommendations of the meeting will be of immense importance for planning and execution of policies and programmes.

The State Finance and Planning Minister dwelled in length on the financial constrains of the State. Advising the officials on preparation of schemes, Mein said that scheme should be based on requirement and not on availability of fund. He emphasized on need for architectural design change in infrastructure and strict monitoring on every project.

Comparing overall growth of the State against the National Growth rate, State Finance and Planning Minister said that Arunachal Pradesh is doing better and he appealed to the people to maintain the spirit.

Home and Finance Commissioner Ramesh Negi also addressed the conference in the inaugural session.

Earlier in his welcome address, Chief Secretary Tabom Bam called for proper maintenance of law and order in the State. Stating that State has to run on strong financial condition, he commended the districts of West Kameng and Tawang for maximum contribution towards State revenue.  The Chief Secretary also stressed on prompt action by the district administrations.

A power-point presentation was presented on the occasion by State Planning Secretary cum Secretary to Governor Ankur Garg.

The two-day conference includes ten-point agenda. Discussion on measures to maximize the revenue generation from natural resources, tax and excise, power, water supply, land and plugging of leakage, construction of mini secretariat and CC roads in all the District headquarters. Implementation of various self-employment, skill development and employment generation programmes, Chief Minister Agriculture Mechanization Programme and Chief Minister Health Insurance Scheme to cover BPL population and allotment of land for State and Central Government establishment also will be taken on the Day One.

Measures to inculcate work-culture amongst employees of the State Government, review of Law and Order scenarios across the State, strengthening of various police check gates to stop illegal immigrants and review the progress of various developmental activities being implemented under PM package and other central flagship programmes will be taken up on the second day.

 

 

Two kidnapped businessmen rescued

ITANAGAR, Dec 18: Two businessmen, who were kidnapped from Lekang village in Namsai sub-division of Lohit were rescued in a joint search operation by Army and Police in Namsai sub-division yesterday.

The two businessmen namely, Pradip Mohr (46), a resident of Duliajan Assam and Chandrapal Sharma (50) of Bordumsha, Arunachal Pradesh were kidnapped on December 2 from Lekang village by some unidentified militants.

The search teams were launched from Army camps at Namsai, Innau and Mahadevpur along with Namsai police on December 3. The teams carried out continuous search for more than 15 days in the suspected areas and forest. The search led to the apprehension of a linkman. During interrogation, the linkman revealed the presence of hostages at a specific place in Manabam Reserve forest. On December 16, a rescue team was launched inside the Manabam Reserve Forest. The hostages were safely rescued at 1945 Hrs on December 17 by the rescue team. The two kidnappers fled inside dense area of forest in cover of darkness and poor visibility. The fleeing militants were identified as Lambu Chakma and Pokhanto Khem @ Bhim. The militant belongs to an outfit named as UPDF. The hostages were later handed over to Namsai Police station. The search operation for apprehension of the militants is still in progress.

 

 

Medal winning Judokas felicitated

ITANAGAR, Dec 18: The Arunachal Judo Association along with Department of Sports and Youth Affairs and Sports Authority of Arunachal felicitated the medal winning Judo players of Sangey Lhaden Sports Academy with ‘khada’ and flower bouquets in a simple but impressive function at Academy’s Multi-purpose indoor hall, Chimpu near here today.

The Judokas of SLSA won as many as 21 medals, including 3 gold, 5 silver and 13 bronze, in the North East Judo Championship which was held in Aizawl, Mizoram from January 11 to 14 last. Mizoram became champion while Arunachal secured the runners up spot in the championship. Besides host Mizoram, over 100 athletes from four NE states, including Arunachal Pradesh, Assam, Meghalaya and Tripura participated in the championship.

Attending the function, Sports Authority of Arunachal Vice Chairman Likha Tara advised the athletes to maintain the same spirit and performance at senior level too through hard practice. He said that performance of the players till the junior level is satisfactory. But, it is observed that the same athletes can not maintain the performance at senior level due to various reasons, he said. Tara, who always advocates for maintaining strict discipline, advised the players to respect their coaches’ and listen to them for better performance and success in life.

Sports and Youth Affairs Director DK Dinglow, who always prefer brief speech in such occasions, announced to improve the diets of students of SLSA since balanced diet is very important for sportspersons.

Arunachal Judo Association Vice President L Marik, in speech, stressed on regular participation of players in various tournaments to improve performance. He hoped that the Judokas of the state would bring more laurels to the state in future under the guidance of Coach Yum Pangkhu.

Earlier, Team Manager Puspo Kanth Sharma gave a brief report on the overall performance of the state team in the championship.

S&YA Assistant Director cum Judo Association President Ramesh Lingi oversaw the function along with Joint Director Tadar Apa and SLSA principal P Lombi.

The function was also attended by AKA coach/technical director Deben Sharma, Shito Ryu Karate Do Association General Secretary Charu Tatung, Adventure Cell in-charge (Deptt of S&YA) Dr. K Romeo Meetei,Judo Association vice president Mr Karbak, coaches, teachers and students of SLSA.

 

 

Sambo adjudged best lifter

ITANAGAR, Dec 18: Sambo Lapung was adjudged the best lifter of the 8th Youth National Weightlifting Championship by Indian Weightlifting Federation for his record-breaking performance, according to Arunachal Weightlifting Association.

Lapung broke the national record of snatch (117kg), Clean and Jerk 146 kg total 258 kg set by K. Lalhanba of Manipur in Youth National Weightlifting Championship in Manipur in 2007 by lifting a record total of 265 kg (Snatch 118 kg + Clean & Jerk 147 kg) in the on-going championship.

Participating at 49th Men Junior Weightlifting Championship, Sambo won another Gold medal in junior section of the championship yesterday. He lifted a total of 260 kg (snatch -115 kg, Clean & Jerk-145 kg)

The 49th Men & 25th Women Junior National Weightlifting Championship was started on December 16 at Nehru Stadium, New Delhi.

 

 

Nobin to participate in Intl Karate C'ship

ITANAGAR, Dec 18: National Shoto-kan Karate Champion P Nobin Jomoh is leaving here tomorrow for New Delhi to participate in the 3rd International Karate Championship to be held at Talkatora Indoor Stadium, New Delhi on December 21 and 22.

He is the lone karate player from the state to be selected for the event. He was selected on the basis of his performance in the recently held 7th NSKF National Karate Championship at Naharlagun where be became champion.

Talking to this reporter, Nobin credited his performance to  karate chiefs of the state, especially Sensei Deben Sharma and AKA President Sensei Likha Tara.

His trip to Delhi is sponsored by Arunachal Pradesh Forest Corporation Limited Vice Chairman Jabring Venia.

Besides the host country, the best karate players from South Africa, Israel, Bangladesh, Nepal, Sweden and Sri Lanka would participate in the championship.

Nobin along with 5 other players from Arunachal Pradesh will also participate in the All India Karate Championship 2012 organized by Shito Ryu Keiko Kai at Sports Complex, Jaipur, Rajasthan on December 24 & 25.

 

 

4th Nysihi Idol contest 3 more eliminated

ITANAGAR, Dec 18: Three more contestants, namely Bamang Tadang, Tad Yapu and Gichik Thomas, were eliminated on the second round of the 4th Nyishi Idol contest being conducted at Siddhartha hall here.

The third elimination round held today was attended by former Nyishi Elite Society Secretary Techi Nyokum as chief guest.

Speaking on the occasion, he urged youths of the society to work hard with sincerity and dedication to become successful in life. He urged them to refrain from such activities which may bring bad name to the society.

Remembering pioneers of Nyishi community, including Late Tadar Tang, Late Tao Gumchi, Late Techi Mecha, the chief guest said that this event has provided an opportunity to recall the contributions of those legendary persons. He advised the contestants, who were eliminated from the contest, not to be disheartened as winning and losing are part and parcel of any competition.

ITANAGAR, Dec 18: The BSP Korean Super Biking—the authorised booking counter of North East Super Biking—was inaugurated by Sports Authority of Arunachal Vice Chairman Likha Tara at College Road, Vivek Vihar here today.

The booking counter will offer advance booking services of all the models of Hyosung Superbikes, including ST7 (700cc), GT650N (650cc), GT650R (650cc) and GT250R (250cc).

Priced at Rs 2.75 lakh, India’s wildest bike GT250R has a 17-litre fuel tank and twin disc brakes. Powered by a V twin-cylinder, oil-cooled four-stroke engine, GT250R produces 28.00 bhp of maximum power at 10,000 rpm.

Parashuramkund can become spiritual tourism hotspot: PD Sona

ITANAGAR, Dec 18: After attending the Poi Pi Mau festival at Namsai, Parliamentary Secretary (Tourism) Pasang Dorjee Sona took time to inspect the tourism assets in Parashuramkund in Lohit district in the wake of the Parasuramkund Mela which starts from mid January.

Sona was accompanied by the EAC Wakro Riba, Asst. Engineer (RWD) Otem Apum, Assistant Engineer (PHE) PD Chukla and the others.

Sona inspected the CC steps till the kund where the pilgrims take the holy dip which was washed away during the flood last monsoon.

Sona said," the restoration work of the CC steps are in full swing and will be completed much before the Mela begins to ease problems of the pilgrims especially the older people."

While interacting with the Lohit Deputy Commissioner and other local authority, he was informed that during the Mela more than hundred thousands pilgrims throng Parashuramkund and the basic sanitation facilities and accommodation is a big problem. He had requested the PHED to provide water supply at this site during the Mela and create public toilets and other basic facilities for the visitors during these period.

Later, he visited the tourism complex at Parashuramkund which is nearing completion. This complex is being created to provide accommodation to the pilgrims and other visitors especially during the mela.

Sona said ," I am quite happy that the complex is coming up well and will be of great help to all the pilgrims who come here to seek salvation. "

"Spiritual tourism can really be a revenue spinner if proper plan is worked out in this area. Parashumkund has all the potential to become a spiritual tourism hotspot. Pilgrims has already started pouring in despite the fact that the main event is still a month away." Sona said. While inspecting the project the executing agency informed that the basic facilities like external water supply and electricity has not been included in the scope of project. Sona felt that the water supply and electricity should be integral part of the project and hopes that some solution will be worked out.

Sona was happy that Minister Finance, Planning and PWD Chowna Mein and Parliamentary Secretary (Forest and Environment) CT Mein is taking keen interest in the development of the tourism project in this area.

"It is quite commendable to see that Chowna Mein and CT Mein have been very supportive in the promotion of tourism in this area. They personally monitor the project to make sure that quality is not compromised," Sona said with a happy face. He further added," with positive involvement of the elected represented like them we see no reason why Arunachal will not become the most favored tourism destination."

 

 

Mibang takes charge as RGU VC

ITANAGAR, Dec 18: Prof. Tamo Mibang has taken over the charge of the Vice-Chancellor of Rajiv Gandhi University today for a period of five years from Prof. K.C. Kapoor, Acting Vice-Chancellor.

Prof. Mibang joined as Reader in the Department of History, then Arunachal University in 1988 and became Professor in 1995.

Prof. Mibang has unique experience and exposure of working with the University system as he was assigned to perform the duties of the highest positions of the University on several occasions. He served as Acting Vice-Chancellor from 5th December, 1998 to 10th January, 1999.

He was the Pro-Vice-Chancellor from September 23, 2002 to April 9, 2008. He was Acting Vice-Chancellor from November 16, 2002 to August 19, 2003, Vice-Chancellor (i/c) from May 5, 2010 to December 30, 2010 and Acting Vice-Chancellor from January 1, 2011 to October 4, 2011. He has also vast experience in the field of education as teacher, researcher, academic administrator, Director at various levels of the University since his joining.

Prof. Mibang is also known for his humane approach and team leadership.

Prior to his new assignment, Prof. Mibang was the Director, Arunachal Institute of Tribal Studies (AITS), Rajiv Gandhi University.

He is the first Arunachalee to be appointed to the post of the Vice-Chancellor by the President of India in his capacity as the Visitor of Rajiv Gandhi University. The University fraternity hopes that Vice-Chancellor, Prof. Tamo Mibang, who with his administrative and innovative strategies will help this University for accomplishing several milestones in the field to disseminate and advance knowledge, to take appropriate measures for promoting innovations in teaching-learning process, to educate and train manpower for the development of the State of Arunachal Pradesh.

Meanwhile, Rajiv Gandhi University staff welcomed Prof. Mibang to the office of the Vice-Chancellor and expressed their happiness and thanked MHRD, New Delhi and President of India for appointing him as the new and regular Vice Chancellor for the period of five years.

The staff also thanked Prof. K.C. Kapoor, outgoing Acting Vice-Chancellor for taking over the responsibility of Vice-Chancellor’s office for the period of six months.

“It is a historic day for the University and state of Arunachal Pradesh that the university had its first Vice-Chancellor from the local”, a university release said.

New VC calls on Governor

New Vice Chancellor of Rajiv Gandhi University (RGU), Professor Tamo Mibang called on Governor General (Retd) J.J. Singh at Raj Bhavan, Itanagar today.

The Governor congratulated Prof. Mibang on being appointed as the Vice Chancellor of the University (RGU). Terming the appointment as a matter of great pride for every Arunachalee, he said that the appointment is recognition to Prof. Mibang’s capability, experience, scholastic achievements and dedicated service towards higher education in the State.

Orientation training prog on IWMP projects

ITANAGAR, Dec 18: The State Institute of Rural Development (SIRD) Arunachal Pradesh started the series of Orientation Training Programme on IWMP for Project Implementing Agencies (PIAs) and WDT Members with the first programme in this series commencing from December 18 at SIRD Conference Hall here today. The programme will conclude on December 20.

The programme is being attended by representatives from WCDC as the PIA, PIAs from respective blocks and WDT members corresponding to Tawang, West Kameng, East Kameng, and Papum Pare districts.

Inaugurating the programme, Nyabin Ete, Director SIRD informed that Arunachal Pradesh has a high allocation of IWMP projects amongst NE States due to which there was a need for self realisation amongst PIAs regarding the importance of training.

He also called for ensuring visible outcomes from the implementation of development programmes, for which all efforts should be taken for building the capacities of all concerned functionaries and elected representatives alike.

He also called upon the participants to acquaint themselves with all provisions pertaining to MIS, including timely uploading of all information in the MIS. He cautioned that information in the MIS under IWMP and MG-NREGA need to tally with physical and financial progress records being maintained at respective levels. Uploading of information will greatly facilitate smooth flow of funds and enable the authorities concerned to serve the poor people in rural areas of the State. He also informed that State Government is sincerely taking all steps to support the DRDAs and the Blocks for successful implementation of programmes. He highlighted the pivotal role of SIRD in building capacities and providing all manner of trouble shooting of problems related to implementation of rural development programmes.

Speaking on the occasion, Joint Director Rural Engineering, M. Ronya called upon all the PIAs and representatives of WCDCs to disseminate all information regarding IWMP to all concerned at the grassroots level in their respective districts. He highlighted the importance of MIS and said that all concern districts need to ensure timely and proper updation of information in the MIS for maintaining smooth flow of funds.

Dr. Kirto Loyi, Dy. Director SIRD called upon the PIAs to ensure integration of approaches for implementation of IWMP and highlighted the need for convergence.

The programme is being coordinated by SW Bagang and Rakesh Srivastava, Assistant Directors at SIRD.

The three day programme would cover issues pertaining to planning and management of IWMP, understanding of important IWMP concepts, roles and responsibilities of various institutions under IWMP, and activities under IWMP. It will also deal on livelihoods and production system and micro enterprises component under IWMP.

Earlier Rakesh Srivastava welcomed the delegates and Bagang highlighted the background of the programme and informed about the programme contents.

Eminent resource persons from Department of Science and Technology, GB Pant Institute of Himalayan Environment and Development, National Informatics Centre Itanagar are also scheduled to address the delegates in this training programme.

A field visit to MDTC Midpu is also scheduled in the programme.

 

 

NHPC donates ambulance for Arzoo people

ANINI, Dec 18: In a bid to provide emergency medical services and transportation for person in sickness and distress, National Hydroelectric Power Corporation (NHPC) Ltd donated a brand new ambulance for the people of Arzoo circle in Dibang Valley district.

The donation of the ambulance, which was executed under the local area development plan of the company, was handed over to Anini Deputy Commissioner Tamune Miso in a simple function attended by local people and government officials.

In a statement by UC Sharma, Chief (Geo), Dibang Multipurpose Project (DMP) made on behalf of the company during the function, stated that NHPC is determined to serve the society by not only building the hydropower projects but also by sharing the social responsibilities.

“Offering a helping hand towards achieving the commitment of NHPC’s social responsibilities, the company strives for making a progressive socio-economic development of the local society,” he added.

Receiving the keys of the new ambulance, Miso appreciated the NHPC for taking up the noble initiatives and urged the company to take up similar activities in near future for the benefit of people of twin districts of Dibang Valley and Lower Dibang Valley.

 

 

Arunachal saw natural calamities, scams, attacks on media

ITANAGAR, Dec 18: Natural calamities, breakdown in law and order, bandh calls, coal scam and attacks on journalists and media houses marked the year 2012 in Arunachal Pradesh.

The Himalayan state was struck by flood and landslides which claimed at least 35 lives. The law-and-order situation deteriorated with a large number of cases of abduction, murder and dacoity reported. At least 140 cases of atrocities against women were reported during the year.

Security forces arrested 33 cadres of various rebel groups including ULFA, NSCN and Naga National Council besides six Naxals.

Insurgency-hit Tirap and Changlang districts witnessed a series of clashes between both the factions of the NSCN during the year. The Centre sanctioned an amount of 130 crore as a special package for modernisation of police forces in Tirap, Changlang and Longding districts.

The state suffered a total loss of 828 hours due to bandhs called by various organizations during the year.

It was a year of trial and turbulence for the state media as it faced repeated attacks from miscreants. Tongam Rina, Associate Editor of English daily The Arunachal Times was shot at by unidentified assailants in July when she was entering her office.

The state media fraternity launched a series of agitation demanding arrest of the culprits and handing over the case to CBI, which the state government complied with. However, the investigating agency later declined to accept the case.

The newspaper office was also vandalised by unknown persons in April while two of its staff were attacked in September. The office of Echo of Arunachal, the oldest newspaper from the state, was vandalised and its associate editor Tapan Kumar Das assaulted by some persons in November.

Chief Minister Nabam Tuki, who also holds the Home portfolio, ordered round-the-clock police security in all media establishments besides installation of high resolution CCTV cameras.

The oft repeated claim of China over Arunachal Pradesh's territory re-surfaced during the year with Google Earth displaying the entire stretch of the state in its map as territory of China which evoked strong reaction among various organisations of the state.

The BJP organised a ‘Shahid Sardhanjali Yatra’ on October 18 from Guwahati which culminated at Lumla, bordering China to mark 50 years of the Sino-Indo war of 1962 and to pay homage to the 3770 martyrs.

A multi-crore coal scam surfaced in the state during the year with Opposition BJP accusing the government of violating norms in extracting coal from the Namchik-Namphuk coal block in Changlang district.

On the political front, four Trinamool Congress and five NCP legislators joined the ruling Congress swelling its strength to 55 in the house of 60.

In another development, the Gauhati High Court set aside the election of Congress MLA Gadam Ete in the 2009 assembly election and declared his nearest rival Dutter Padu of TC elected. However, Ete later challenged the verdict in the Supreme Court which put a stay on the order.

In a similar judgement, the High Court also cancelled the election of Congress MLA Markio Tado from Tali constituency and declared elected former MLA Takam Sorang. This case too was in the apex court after Tado challenged the verdict.

The Centre granted an amount of Rs 40 crore for the state to boost agriculture production, while the annual plan size was pegged at Rs 3,535 crore, a 20 per cent hike.

The state recorded a rise in tourist flow in the year. The Centre also approved Agriculture College for Arunachal to be set up at East Siang district, while Indira Gandhi Technical and Medical Sciences University, a new private varsity, started functioning at Ziro in Lower Subansiri district.

The state government also formulated the draft master plan for new airport, while the second battalion of Arunachal Scouts got financial approval from the Centre. The state government also gave nod for upgrading of five advance landing grounds in the state during the year.

The longest bridge over Pare River in Papum Pare district was inaugurated along with the Digaru Bridge linking Lohit and Anjaw districts during April.

The state government constituted the Special Tiger Protection Force after a Royal Bengal tigress was killed and hacked into pieces in her enclosure by poachers at Itanagar zoo in September.

On the sports front, the state made remarkable achievements by formulating a sports policy with various sops for budding talents. It also inked a MoU with Reading Football Club of England to groom footballers from the state. PTI

DAPORIJO, Dec 18: After a long debate and discussion, three days conference of Tagin Culture Society (TCS) concluded at Rijo conference hall, Daporijo  today.

The newly nominated executive members of TCS committed to perform their best for the upliftment of the society.

“We are lacking unity, we need to unite ourselves for the welfare of the society and promote social harmony in every corner of the society “said Tabu Paktung, newly selected president of the TCS.

Lardik Kare, newly selected general secretary of the TCS appealed every intellectual to preserve their own dialect and language and said that he will put emphasis on preservation of own dialect.

Various issues regarding the socio-cultural, political and economic development of the society were discussed during the conference. Apart from this, many other issues including child marriage were also discussed.

Intellectual section also extended their full support for uplift the society.

However, many students from the community have expressed their willingness to serve the society under the banner of TCS.

India to see decrease in malaria cases

A report by World Health Organisation says, India will see a decrease of 50-75 per cent in malaria cases by 2015.  The WHO's World Malaria Report 2012 said, a concerted effort by endemic countries, donors and global malaria partners during the past decade has led to strengthened malaria control around the world.

The report has, however, warned that a significant slowdown in global funding of anti-malaria campaigns threatens to roll back the gains made against the preventable mosquito-borne disease over the last 10 years. In the south-east Asia Region, Bhutan, Korea, Nepal, Sri Lanka and Thailand have registered decreases of 75 per cent or more in the malaria incidence rates between 2000 and 2011.

The report said, India, Nepal and Thailand could also potentially move from the control to the pre-elimination phase by continuing their progress.

The report also indicated that international funding for malaria appears to have reached a plateau well below the level required to reach the health- related Millennium Development Goals and other internationally-agreed global malaria targets.

According to the report, 50 countries around the world are on track to reduce their malaria case incidence rates by 75% by 2015 – in line with World Health Assembly and Roll Back Malaria targets. However, these 50 countries only represent 3%, or 7 million, of the malaria cases that were estimated to have occurred in 2000, the benchmark against which progress is measured.
